Revised model pay policy (England)
Our updated model policy on teacher pay (England) is now available on the NEU website.
This revision reflects the key changes in the school teachers’ pay and conditions document (STPCD), including:

A 4 per cent pay award for teachers, applicable to all pay and allowance ranges and advisory points.

A recommendation that TLR1 and TLR2 payments can be based on the proportion of responsibility undertaken, rather than strictly applying the pro-rata principle. This will enable schools to pay a TLR1 or TRL2 payment to a part-time teacher based on their full-time equivalent responsibilities.
While this latter change will become mandatory from September 2026, the NEU is clear that all schools should implement it immediately to end the current unfair and discriminatory practice. We encourage reps to negotiate this change without delay, using our model pay policy and checklist to support their discussions.
